With the ultimate goal of pairing up every US county with a unique Chinese county for prayer, a few states have to be «subdivided» so that the county numbers and/or population match up well. In the case of New York, everything EXCEPT NYC is matched up with China’s large northeastern province, Liaoning, while New York City itself matches up well with Shanghai, China’s financial capital. Also, since there are 50 states and only 30 or so Chinese provinces, a number of provinces will have multiple states praying for them. This is the case with Liaoning, as upstate New York, Pennsylvania, New Jersey, and Delaware all combine to cover it in prayer.
